Filling:

Instructions
- Mix Filling: In a bowl, combine ground meat, shredded cabbage, green onions, garlic, soy sauce, ginger, sesame oil, sugar, salt, and pepper.
- Prepare Wrappers: Dip one rice paper wrapper in warm water for about 5 seconds to soften. Lay flat.
- Fill & Fold: Place filling in the center, fold sides over, then roll tightly from the bottom.
- Cook: Pan-fry dumplings in oil until golden and crisp or steam for 8–10 minutes.
